Jay Carter was an accomplished swimmer at Peters Township High School.

In 1974, he was a member of the number one relay team in the United States. An
eight-time member of the All-WPIAL team while at Peters Township, he holds eight WPIAL records and eight PIAA records. Jay was named Peters Township High School’s Athlete of the Year in 1976 and received the same honor from the Peters Township Chamber of Commerce. Because of his impressive scholastic swimming career, Carter was awarded a full scholarship to Western Kentucky University.

At Western Kentucky University, Carter was a four-year starter for the swim team and was undefeated in conference competition. He was a three-time All-American and was All-Conference throughout his four years at the university.

Jay was an honor student in both high school and college and earned dual degrees in meteorology and geography. He also has an advanced degree in geology.
